Professor Yang Canming, President of Zhongnan University of Economics and Law (ZUEL) and Director of the Innovation and Talent Base for Income Distribution and Public Finance, wrote a paper entitled "Special Topic (III) Theory of Socialist Income Distribution of Handbook of Chinese Economics", which was recently published in the 3rd issue 2022 of the top journal Economic Research Journal. Based on Marx's theory of income distribution and China's practice, the paper focuses on the establishment and development of socialist income distribution system.
This paper holds that the socialist income distribution theory is rooted in Marx's theory of income distribution, and has condensed Chinese characteristics in the process of development, forming a theoretical system supported by the three basic economic systems, framed by the tertiary distribution system, taking into account multi-dimensional factors such as wealth, ability and social mobility. The specific views are as follows: i) Labor theory of value and surplus value theory are the core of Marx's theory of income distribution and also the foundation of socialist distribution theory; ii) China's three basic economic systems have fundamentally laid the overall pattern of national income distribution, which together constitute the most essential core of socialist income distribution theory; iii) A relatively perfect tertiary distribution system has been gradually formed with the continuous development of socialist practice with Chinese characteristics; iv) Socialist income distribution theory is a dynamic development theory. With the increasing complexity of factors affecting income distribution, wealth, ability and social mobility should be included in the overall plan to solve income distribution problems.
Achieving the fairness of income distribution is not only a basic requirement for socialism, but also an important driving force to promote socialism to a higher level and finally achieve communism. Therefore, it is of great theoretical and practical significance to build a theory of income distribution that suits China's national conditions and the requirements of socialism with Chinese characteristics. When actually researching and solving income distribution problems, it is necessary to use dialectical thinking mode with a development perspective, make good use of the philosophical viewpoint that "Everything in the World is Connected", and grasp the social influence of income distribution from the overall situation, so as to be more conducive to understanding the essence of distribution problems, and then promote the realization of social equity and justice.
