Recently, Professor Yang Canming, Director of the Center for International Cooperation and Disciplinary Innovation of Income Distribution and Public Finance (111 Center) and researcher Wan Xin officially published their collaborative research achievement "Improving People's Livelihood and Well-being and Promoting Common Prosperity for All" (cover paper) in Issue 8, 2024 of the authoritative journal Public Finance Research.

Abstract

Common prosperity is an essential requirement of socialism and a key feature of Chinese modernization. Improving people's livelihood is the focus of community building and an important policy initiative for China's road to common prosperity. Meanwhile, an important link in achieving common prosperity is to enhance people's well-being, which is also a significant reflection of promoting the all-round development of humans. Therefore, it is of great theoretical value and practical significance to deeply understand the importance, main path and development trend of enhancing people's well-being to promote common prosperity and systematically summarize its development logic before putting forward specific action strategies. China's development of people's livelihoods can be divided into four stages based on the development level, goal pursuit, work efficiency and characteristics of achievements. The characteristics of people's livelihood development vary from the new democratic revolution period, the period of socialist revolution and construction, the new period of reform, opening up, and socialist modernization to the new era of socialism with Chinese characteristics. In the process of people's livelihood developing from "constructive finance" to "the finance of the people's livelihood", China's fiscal policies have played a vital role in promoting common prosperity for the cause of people's livelihood from the aspects of basic public services, transfer payments, and social security. As financial funds have been allocated by giving priority to the people's livelihood, remarkable achievements have been made in the material life of urban and rural residents, poverty alleviation, employment, education, medical care, housing, and all-round development of humans. Finally, this paper puts forward specific policy suggestions for the development of people's livelihood in further increasing the investment in the modernization of public services and adequate public services in equal measure, promoting the elimination of polarization, establishing a more perfect employment service system and a sound social security system, and improving the population service system that covers the entire population and life cycle.

Professor Yang Canming, PhD in Economics, Doctoral Supervisor, and Honorary Doctorate of the Sapienza University of Rome, Italy, is the Former President and Deputy Secretary of the CPC Committee of Zhongnan University of Economics and Law (ZUEL). Additionally, he is the Vice President of the Society of Public Finance of China, Vice Chairman of China Teaching Guidance Committee for Public Finance Majors of the Ministry of Education, a discipline expert on Expert Committee on Higher Education Philosophy and Social Sciences (Marxist Theoretical Research and Construction Projects) of the National Textbook Committee, one of the talents in National Talent Project, "Famous Cultural Talent" awarded by the Publicity Department of the CPC Central Committee, the talent of "the Four Batches" Talent Project, Member of the 8th Applied Economics Discipline Review Group of the State Council, one of the first talents in "New Century National Hundred, Thousand and Ten Thousand Talent Project", an expert of the "Program for New Century Excellent Talents in University" of the Ministry of Education, expert of the training program of the "Cross-century Qualified Disciplinary Leaders" by the Ministry of Finance, and expert with special allowances from the State Council. His research mainly focuses on basic fiscal theories and fiscal policies. He has led more than 20 national, provincial and ministerial level projects, including the Major Program of NSSFC, Major Program of Philosophy and Social Sciences Research of the Ministry of Education, Entrusted Program of the General Office of the CPC Central Committee, Program of NSSFC, Program of Fok Ying Tung Education Foundation of Ministry of Education, such as "Research for Promoting the Common Prosperity of All People", "Research on Regulating the Order of Income Distribution", "Research of Local Financial Behavior and Its Regularization", and "Research of the Chinese Government Procurement". The Public Finance of China compiled under his leadership was selected as one of the first Chinese economics textbooks. A number of his research reports have received important instructions from leaders at the provincial and ministerial levels or have been adopted by government departments. Yang has published more than 10 monographs and translations, including the Research on Regulating the Order of Income Distribution, Market Structure and Government Economic Behavior, and Fiscal Theory and Institutional Innovation. He has released over 160 academic papers in various important journals, including Social Sciences in China, Economic Research Journal, Journal of Management World, Finance & Trade Economics, Public Finance Research, and Economic Perspectives. More than 30 of his research results have been reprinted in Xinhua Digest, Chinese Social Science Digest, and Replicated Journal of the Information Center for Social Sciences of RUC. With his achievements, he has won over 20 important awards, such as the first prize of Outstanding Scientific Research Achievements Award of Higher Education Institutions of China, the second prize of the National Teaching Achievement Award for Higher Education, other national awards, the first prize of Excellent Achievements in Social Sciences of Hubei Province, the first prize of Development Research Award of Hubei Province, the first prize of Outstanding Research Achievements of the CPC Hubei Provincial Committee, the first prize of the Excellent Teaching Materials of the Ministry of Finance, the Soft Science Professional Research Award of China, and the ACCA Outstanding Achievement Award, among others. He was awarded the favorite president of university students.

Wan Xin is a doctor, associate professor and full-time researcher at the Center for International Cooperation and Disciplinary Innovation of Income Distribution and Public Finance, Zhongnan University of Economics and Law (ZUEL); and a distinguished research fellow of Hubei International Talent Exchange and legal Service Center. Her research focuses on fiscal theory and policy, income distribution, and public economics. Wan holds the bachelor's, master's, and doctoral degrees in Finance from the School of Management, Huazhong University of Science and Technology, a doctoral degree in management, a postdoctoral degree in Management Science and Engineering, Huazhong University of Science and Technology. She was also a visiting post-doctoral researcher at the Department of Economics, Krannert School of Management, Purdue University, USA. She has led a number of strategic innovation projects of the Ministry of Science and Technology, projects funded by the Hubei Provincial Social Science Fund, and the projects of the Fundamental Research Funds for the Central Universities, and participated in two major projects of the National Social Science Fund of China and a number of projects from the National Natural Science Foundation of China, the National Social Science Fund of China and the Humanities and Social Sciences Program of the Ministry of Education. Her papers have been published in Applied Economics, Journal of Futures Markets, JPAD, Heliyon, Finance & Trade Economics, and other SCI&SSCI source journals, source journals of humanities and social science and other authoritative journals at home and abroad. A number of decision-making consultation reports have been received and comprehensively applied by leaders of the central and national ministries and commissions and the relevant departments of Hubei Province.

Introduction

Public Finance Research is an authoritative academic journal in economics sponsored by the Society of Public Finance of China and Chinese Academy of Fiscal Sciences under the supervision of the Ministry of Finance. It mainly publishes the latest research results reflecting the theory of public finance and the academic papers of prospective analysis combining theory and practice. In the "2022 Annual Report for Chinese Academic Journals Impact Factors (Social Sciences)", the impact index and impact factor of Public Finance Research ranked second in the academic journals in finance.
