At noon on December 17, the first "Academic Luncheon" of the School of Public Finance and Taxation (SPFT) was successfully held in the Conference Room 403 of the Wenquan Building. Mr. Qi Shouwei, Director of the Teaching-Research Office of Finance and Economics of SPFT, as the main speaker, shared his academic achievements with the teachers and students present under the topic of "Transfer Payments, Official Endowment and Basic Public Service Expenditure". Professor Chen Zhiyong, Dean of SPFT, attended this luncheon and summarized the meeting. Teachers and students of SPFT participated in this meeting. The luncheon was hosted by Prof. Mao Hui, Dean of the Department of Finance.
First of all, Prof. Mao Hui expressed his sincere welcome to the teachers and students who participated in the meeting and pointed out that this "Academic Luncheon", drawing on the experience of academic discussions in foreign high-level universities, the purpose was to conduct academic discussions during lunch, to provide a platform for the faculty and students to expand their academic ideas, to activate academic thinking, and to promote academic innovation. During luncheon, participants can enjoy a delicious lunch while listening to lectures, and the audience can interrupt and ask questions at any time. After lectures, they can further discuss the content, academic problems and confusions of different speeches in depth. By brainstorming, one can achieve real academic exchange and collision of ideas.
Then, Mr. Qi Shouwei gave his speech. He pointed out that the purpose of this exchange was to provide new ways of thinking for the students in the audience and to share some experiences of paper modeling with them. Currently, there are different effects of transfer payments on public services. But existing literature focuses on economic growth, lacks evidence of the supply side of public services. To illustrate the relationship between individual characteristics of government officials, central transfer payments and education, health care and social security, a spatial panel model is established to analyze the total, direct and indirect spatial effects of education, health care and social security system. The model shows the competition among local governments through spatial spillover effects. Finally, conclusions can be drawn and suggestions can be given based on this model.
At last, Prof. Chen Zhiyong summarized the luncheon. He highly praised Mr. Qi Shouwei's speech and pointed out that the ultimate goal of the event is to inspire the audience with academic results. To achieve this, research problems should be interesting, informative and effective, complex problems should be simplified, the academic atmosphere should be relaxing, and exchanges should be unique.
The "Academic Luncheon" was a novel and lively event, providing a platform for students to get close to their teachers and communicate with them, which was well received and highly praised by the students.
