The 2nd Session of Xixian Academic Luncheon Successfully Held

  On 1 July 2021, the 2nd Session of Xixian Academic Luncheon organized by IIDPF, ZUEL was successfully held in Room 127, Wenqin Building. This session of the Academic Luncheon is themed "Optimising the Income Distribution Structure - An Insight into the 14th Five-Year Plan and the outline of the 2035 Long-range Objective". This academic luncheon was chaired by Professor Lu Yuanping, Executive Vice Director of IIDPF. Professor Zhang Kezhong, Dean of the School of Public Finance and Taxation and Vice Director of the IIDPF, Professor Sun Qunli, Vice Director of the IIDPF, and more than ten faculty members including IIDPF members Dr. Wan Xin, Dr. Zhang Fan, Dr. Liu Erpeng, Dr. Wan Qian and Dr. Gao Sihan attended the luncheon.

  Professor Lu Yuanping began by allocating staff and scheduling the compilation of the Survey Report on the Income and Wealth of Chinese Residents (2021), arranged its general structure and chapters. Following this, IIDPF faculty studied the Outline of the 14th Five-Year Plan for National Economic and Social Development and 2035 Long-range Objective (hereinafter referred to as "the Outline") and, taking into account the research direction and research focus of the base, gave an in-depth interpretation of Chapter 48 Optimising Income Distribution Structure and Chapter 49 Improving Multi-Level Social Security System. The discussion focused on issues closely related to income distribution and public finance, including "rural land transfer", "education system reform", "income and property monitoring" and "national coordination of pension insurance".

  In response to the Outline's discussion on "exploring the use of land, capital and other factors to increase the factor income of low- and middle-income groups", Professor Lu Yuanping proposes that farmers' income should be increased through the innovation of "land factor transfer system", and elaborates on this topic. In response to the "Expanding the middle-income group, increasing the employment matching degree and labour force participation rate of graduates from universities and vocational colleges" mentioned in the Outline, faculty and students in the audience had a lively discussion on the education reform practice of "5-5 streaming", and focused on the inter-generational mobility and intra-family transfer payment issues arising from the education reform. In response to the Outline's reference to "improving a modern payment and revenue monitoring system", faculty and students discussed the possible impact of reforming the main body for collecting land premiums, and exchanged views on the impact of technology pushing system reform and local taxes on enterprises.

  In conclusion, Professor Lu Yuanping arranged the upcoming academic luncheon. A lively atmosphere prevailed at the academic lunch, with extensive discussions on the ideas mentioned at the conference, promoting the exchange and sharing of academic views between faculty and students.
