  On 9 July 2021, the seminar on "The History, Trends and Implications of a Century of Fiscal Reform under the Leadership of the Communist Party of China" was successfully held in Conference Room 127 of Wenqin Building. The seminar forum was chaired by Professor Lu Yuanping, Executive Deputy Director of IIDPF. Professor Yang Canming, President of ZUEL and Director of the Base, Professor Zhang Kezhong, Dean of the School of Finance and Taxation and Deputy Director of the Base, Professor Sun Qunli, Deputy Director of the Base, and more than ten teachers and students including Dr. Wan Xin, Dr. Zhang Fan and Dr. Wan Qian attended the seminar.

  During the session, Professor Yang Canming guided the participants to discuss the history, trends and revelations of the century-long fiscal reform under the leadership of the CCP. According to Professor Yang Canming, first, the four major developments in fiscal practice under the leadership of the CCP are divided into revolutionary finance, safeguarding finance, building finance and governing finance. Second, among the four basic trends of fiscal reform under the leadership of the Party, green finance occupies an important position in the reform and development of public finance. Third, the future fiscal reform needs to balance four sets of relationships. The relationship between the government and the market has long been a hotly debated topic in the field of finance and taxation, and is also an important focus of future finance and taxation reform.

  Finally, Professor Yang Canming pointed out that the new round of tax reform in China should adopt a global perspective. Faculty and students in the audience had a lively discussion on the theme of the seminar and actively expressed their views and opinions. They expressed that they had gained a lot from the seminar, and had also gained a deeper understanding of the century-old fiscal reform under the leadership of the CCP.
