Brief Introduction:
  middle-income to high-income countries is the overall improvement of the quality of the population. This is the only way to break through the constraints of human capital on industrial transformation and economic development. In terms of the efficiency of investment in human capital at all stages of life, investment in human capital starting early in life in individuals is conducive to addressing the underlying issues of their human capital development and is more efficient. Based on a panel of 1625 infants and toddlers and their family composition in the Qinling-Bashan mountainous region, this study uses econometric and experimental economics to explore and analyse the effects of a parenting intervention programme (setting up a village-level infant and toddler early development activity centre and providing rural families with free parenting guidance, picture books and toys within the centre) on the four areas of cognitive, language, motor and socio-emotional development of rural infants and toddlers, and to explore the mechanisms behind the effects of the intervention. This study takes the early infant and toddler stage as an entry point to provide reference suggestions for the overall improvement of China's population quality, and to provide a scientific basis for the relevant departments in China to plan for early infant and toddler development and implement service programmes.
