  
  In the afternoon of 3rd September, the autumn 2021 working meeting of IIDPF was held in the conference room of Wenqin Building at ZUEL. The meeting was chaired by Professor Lu Yuanping, Executive Deputy Director of IIDPF. Professor Yang Canming, President of ZUEL, Director of IIDPF, Professor Sun Qunli, Deputy Director of IIDPF, and all other faculty members attended the working meeting.
  Professor Lu Yuanping firstly briefly reviewed the work accomplished in the first half of this year and affirmed the achievements of all faculty members. Focusing on the direction of IIDPF development, Professor Lu deployed the tasks of IIDPF development in this semester, and clarified the important work that needs to be done next. The focus of the base this semester is on the introduction of talents, research work and the think-tank construction.
  Afterwards, Professor Yang gave a presentation on the core of IIDPF's research on "income distribution", taking into account the current hot topic of "common wealth" and the speech of General Secretary Xi Jinping at the 10th meeting of the Central Finance and Economics Commission. On the basis of the first, second and third allocations, Professor Yang proposed the "fourth distribution". He points out that, unlike the 'third distribution', the 'fourth distribution' are those that occur within the family and are based on intergenerational transfers and blood relations. In the context of our strong intergenerational culture, the issue of the "fourth distribution" should be taken seriously. In response to the current social debate on "common prosperity", Professor Yang Canming believes that "common prosperity" should be reflected in four aspects: First, for those who do not have the ability to work or are unable to work enough to survive, the government should provide underwriting protection to guarantee their basic survival. Second, for those with normal working capacity, the three basic economic systems of China should be upheld to ensure a fairer distribution. Third, the study of "common prosperity" under the socialist system should not only consider the issue of "distribution", but also focus on consumption and other aspects. Fourth, in the study of "common prosperity", "prosperity" is the fundamental premise, and in order to liberate and develop the productive forces, the combination of an effective market and a proactive government, and the insistence on market-oriented reforms is the hard truth.
  In his concluding speech, Professor Lu Yuanping pointed out that this year is a crucial year for the development of IIDPF, and that all staff members should sharpen their spirit with the first heart, seek development in pragmatism, and compose a new chapter of high-quality development of IIDPF.
