The 9th Xixian Academic Luncheon, co-organized by the Innovation and Intelligence Base of Income Distribution and Public Finance of Zhongnan University of Economics and Law and the School of Finance and Taxation, was successfully held in Conference Room 119 of Wenqin Building on December 16, 2021. Dr. Wei Zou, a researcher at IIDPF, was the guest speaker for this academic luncheon and gave a talk entitled "Smuggled Unlawful Activities in Package: Evidence from 128,650 Drug-taking Cases". Dr. Wei Zou, a researcher at IIDPF, was the keynote speaker at this academic luncheon. The forum was chaired by researcher Dr. Zou Jianwen. Over 30 students and faculty members, including Professor Lu Yuanping, Executive Deputy Director of IIDPF, Professor Wu Lei and Dr. Yan Weibo from the School of Public Finance and Taxation, and all researchers, attended the academic luncheon.
  China's express business volume exceeded 10 billion pieces for the first time in 2014, surpassing the United States to become the world's largest express business volume. Since 2008, the average annual growth rate of China's express business volume has exceeded 30%, much higher than the 8% GDP growth rate. The express delivery industry has become a new driver of China's economic growth. However, with the rapid development of the express delivery industry, cases of drug trafficking through express delivery have gradually increased. Express delivery has become an important transportation channel for drug trafficking by criminals, which has become a problem that cannot be ignored for the sustainable and healthy development of the express delivery industry.On 22 October 2018, the Ministry of Transport announced the Measures for the Administration of Real-Name Receipt and Delivery of Mail and Express Mail, which stipulates that the real-name registration system should be implemented for sending and receiving express mail.
  Against this backdrop, Dr Zou Wei analysed the impact of express delivery on drug use in the context of a real-name registration system. Using data on administrative penalties for drug use in Zhejiang Province from 2017-2019 and based on a DID estimation model, the study finds that the implementation of a real-name registration system significantly reduces drug use, especially for home, male and multiple drug use, reflecting the important role that couriers play in drug trafficking.
  Dr. Zou Wei's sharing captivated the students and faculty in the audience, and the luncheon had a lively atmosphere. During the exchange session, faculty and students discussed in depth issues such as research angle cutting. Dr Zou Wei's research helps us to understand the importance of the continued healthy development of the express transport industry in preventing the spread and circulation of drugs.
