Abstract:
  The low efficiency of collection has been an important constraint on the sustainable development of China's pension insurance system. Based on panel data of 31 provinces from 2011 to 2015, the impact of increasing the level of coordination, reforming the collection agencies and the interaction between them on the efficiency of pension collection is explored using various measurement methods. The findings suggest that: increasing the level of coordination significantly reduces the efficiency of regional pension collection; taxation authorities have higher pension collection efficiency than social security authorities, and help to 'dilute' the negative impact of increasing the level of coordination on pension collection efficiency. These conclusions provide forward-looking evidence of the potential loss of collection efficiency that could result from nationalisation of pension insurance.
