Summary of report topics and content:
  Promoting Local Solar PV Markets through Voluntary Projects: Implementation and Effectiveness of the SolSmart Project
  Voluntary Environmental Programs were initially used by the US government to incentivise companies to adopt environmentally friendly or energy efficient technologies and measures, and are now increasingly being used to incentivise local governments to implement technologies and measures that are conducive to clean energy, environmental protection and sustainable development, but there is still a lack of empirical evaluation of their effectiveness. Using the SolSmart project funded by the US Department of Energy as an example, the report will analyse how voluntary environmental projects can incentivise local governments to adopt policies and initiatives that are conducive to the development of local solar PV markets, and use quasi-natural experimental methods to assess whether the project has contributed to the installation and cost reduction of solar PV in local markets.
  Presenter: Tang Tian
  Assistant Professor at the School of Public Administration and Policy at Florida State University and Director of the Sustainability & Governance Lab. His research interests include environmental energy policy, science and technology policy, energy technology innovation, and smart city technology innovation and governance. He has co-directed several NSF and DOE projects. His research has been published in Public Administration Review, Journal of Policy Analysis and Management, and Policy Studies Journal, as well as in high impact journals in the field of energy policy and e-government. He has also published in Renewable and Sustainable Energy Reviews, Journal of Environmental Management, Energy Policy, Government Information Quarterly, etc.
