  Innovation and Growth: Bridging Time and Space

  Is innovation necessarily a sign of growth? Does growth necessarily promote innovation? The study of these two questions can be understood and interpreted from a variety of perspectives, including macroeconomics, structural economics and development economics. From an economic history perspective, economic growth is a non-linear function of time with volatility; innovation is a process accumulation and factor combination function with lags and spillovers. In terms of spatial effects, economic growth and innovation activities may have spatial heterogeneity. Therefore, it is of great academic value and practical significance to study the spatial and temporal correlation between innovation and growth. We take a look at regional innovation systems and emerging industries. The traditional literature assumes that regional innovation systems (RIS) promote the growth of regional industries. However, the question is whether RISs always operate universally and effectively across industries. This paper empirically tests the above hypothesis, revisits and responds to whether the classification of industrial innovation proposed by Pavitt (1982) can explain the pattern of innovation in China's emerging industries, and proposes a paradigm underlying innovation in emerging industries.

  Presenter: Li Yingbo

  Li Yingbo is an Associate Professor at the Institute of International Development and Global Governance, School of Public Administration, Tsinghua University, an Associate Professor at the Taiwan Research Institute, Tsinghua University, and a Visiting Scholar at the University of California, Berkeley. His main research areas are science and technology policy, innovation in emerging industries, and regional development and governance. He has led and completed important research projects including the National Science Foundation of China, the National Social Science Foundation of China and projects commissioned by national ministries and commissions. He has published four monographs, one textbook, one translation, three co-authored books, and more than 80 papers in English and Chinese academic journals; he has published theoretical articles in media including Guangming Insights, YiCai Daily, China Science Daily, and CRNTT.
