The Logic of Science and Technology Planning in China: Insights from Medium and Long Term Planning

In 2006. China issued the 15-year "Medium- and Long-Term Plan for the Development of Science and Technology (2006-2020)* (MLP), a "grand expcriment" of S&T govemance. Fifteen years have passed and how the plan proceeded as a way of S& TI governance has not been well understood Basod on the "results-oriented"' input-output (1/0)principle of research evaluation, this article proposals a framework for understanding of China's planning for S&T at the macro-level, and established the connections between four modules- strategic action, planning system, organize activities and outputs outcomes.The rescarch results distilled five lessons learned from MILP's operation from the perspective of strategic action, planning system, policy tools, priorities and actors. We suggested that planning is a way of S&T governance following administrative logic, how to better follow the academic logic and market logic is the central for S&T planning.

Professor Sun's main research interests include science and technology management and policy, innovation governance and strategy. His work has been published in Science Research Policy and other academic journals. He has published a monograph on the growth mechanism of national innovation capacity (Science Press 2011), China and Global Value Chains: Globalization and The Information and Communications Technology Sector (Routedgc 2018), and The Information and Communications Technology Sector (Routledge2018). His research achievements have been awarded the Second Prize of the Seventh Award for Outstanding Achievements in Scientific Research in Higher Education (Humanities and Social Sciences) (2015), the Eighth Award for Outstanding Achievements in Scientific Research in Higher Education (Humanities and Social Sciences Youth Achievement Award (2020), the First Prize of Liaoning Provincial Science and Technology Progress (2011), and the First Prize of Liaoning Provincial Philosophy and Social Science Achievement Award (Sixth Provincial Government Award) (2017). His academic views have been featured in Nature, China Daily, Business Insider, FT Chinese, Science and Technology Daily, China Youth Daily and other domestic and international media.
