On 23 March, IIDPF's 2022 Annual Spring Working Meeting was held in Conference Room 119, Wenqin Building. The meeting was chaired by Dr Wan Xin, Director of the IIDPF Office. More than twenty members attended the meeting, including Professor Yang Canming, President of Zhongnan University of Economics and Law and Director of IIDPF, Professor Zhang Kezhong, Dean of the School of Public Finance and Taxation, Deputy Director of IIDPF, Professor Sun Qunli, Deputy Director of IIDPF, Professor Lu Yuanping, Executive Deputy Director of IIDPF and other staff members.
Professor Lu Yuanping firstly reviewed and summarised the milestone achievements of IIDPF in 2021 from the aspects of talent cultivation, research and scholarship, faculty construction, social services and institutional construction, and highlighted the completion of some of these tasks. He pointed out that in the past year, with the joint efforts of all the faculty and staff, IIDPF had successfully completed the main tasks of the year and achieved fruitful results in scientific research, without forgetting the original intention, bearing in mind the mission and with determination but hard work. In the coming year, on the basis of the "Vision, Mission and Core Values", and in line with the IIDPF's strategic plan for the next ten years, concrete work plans for 2022 have been deployed in four areas: talent training, scientific research, faculty building and think tank building.
In his speech, Professor Sun Qunli clarified the three key tasks to be completed by the base this year: first, data resource output, second, journal revision and upgrading work, and third, social service results release. He focused on the integration of data resources, data application and other related issues and made a detailed elaboration.
Professor Zhang Kezhong pointed out in his speech that the IIDPF had achieved promising results in the past year under the leadership of its director, Professor Yang Canming, and that the next step was to further condense the research characteristics, while relying on institutional construction to strengthen team awareness and form a team echelon. This year, we will focus on the following three things: (1) the preparation of the textbook Public Finance in China, (2) the start of the National Social Science Foundation's major project "Research on Promoting Common Wealth for All People", and (3) the construction of IIDPF's database.
In his concluding speech, Professor Yang Canming thanked the members for their contributions to the construction of the IIDPF and made six points based on the clarification of this year's work tasks: (1) Not forgetting the original intention and highlighting the characteristics of the base's international cooperation. Overcome the impact of the epidemic and carry out international exchange activities at multiple levels, through multiple channels and in a diversified manner. (2) Bear in mind the mission and serve the strategic needs of the country and the building of national governance capacity and governance system. This includes the publication of major scientific research results, the preparation of major teaching materials, the declaration of major projects and awards, the construction and use of databases, and the writing of advisory and political reports. (3) Strengthen the construction of teams and echelons. Focus on international and domestic teams, on-campus and in-institutional teams, and three types of teams within the base, large, medium and small, as well as the building of the age structure of the team. (4) Research on Promoting Common Wealth for All People. As a new opportunity, new momentum and new enhancement for the construction of IIDPF, the research of major social science projects should be well planned, well organized by the team, well investigated and researched, well managed and served and well finalized. (5) The sustainability of some ongoing work should be adhered to and done well. (6) System construction. It is important to establish rules and regulations, the base system construction should follow the higher law and school rules and regulations, focus on the compliance and standardization of the system.
