The Third Party Assessment Report on the Implementation of the Economic Stabilization Policy Package of Hubei Provincewas approved by a number of leaders including the Party Secretary, Governor and Executive Deputy Governor of Hubei Province
To implement the important instruction of General Secretary Xi Jinping that "the pandemic should be prevented, the economy should be stabilised and development should be safe", the Hubei Provincial Government acted swiftly to align with the State Council's "package of policies and measures to stabilise the economy" and took the initiative to dock with the relevant ministries and commissions of the State Council. The provincial government has made a list of 133 policy measures to stabilize the economy in Hubei Province. The provincial government has clarified the responsible bodies for each task, set up task time nodes and implemented them without compromise.
In May 2022, a meeting of the Standing Committee of the Hubei Provincial Party Committee put forward the requirement of "introducing a third-party evaluation mechanism to objectively evaluate the implementation of various policies and measures and their implementation effects"; the executive meeting of the provincial government put forward the requirement of "evaluating and supervising the implementation of policies and measures and their implementation effects. Against this background, the Hubei Provincial Development and Reform Commission commissioned IIDPF researcher Professor Jingjing Zeng from the School of Public Administration to lead a third-party evaluation of the implementation of the economic stabilisation policy package in Hubei Province through an open tender process. Professor Lu Yuanping, Professor Yang Guochao, Professor Wu Lei, Professor Wang Baoshun, Researcher Wan Qian, Researcher Liu Erpeng of IIDPF, Associate Professor Chen Mei of the School of Public Administration, and PhD students Huang Guihua, Tao Wenqing, Zhang Bojie and Master students Qi Zhiping and Li Sigao of the School of Public Administration were involved in the whole process of supervision, evaluation and research of the report.
In accordance with the instructions of the leaders of the Hubei Provincial Party Committee and the provincial government on the work plan for the supervision and evaluation of the economic stabilization policy package, from 25 June to 10 July 2022, an inspection team comprising comrades from the provincial discipline inspection organs, the General Office of the Provincial Party Committee, the General Office of the Provincial Government, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Hubei Banking and Insurance Regulatory Bureau, the Provincial Department of Transport, the Provincial Department of Commerce, the Provincial Department of Economy and Information Technology, the Provincial Department of Housing and Construction, the Provincial Department of Human Resources and Social Security, the Wuhan Branch of the People's Bank of China and the Provincial Taxation Bureau, conducted field investigations in 17 cities (states) and 11 provincial units across Hubeiprovince. Throughout the supervision and evaluation process, a total of 52 various seminars were conducted. The survey team visited more than 590 enterprises and 208 project sites, collecting 125 questionnaires from government departments and 842 questionnaires from enterprises. The team adopted a combination of quantitative and qualitative methods to assess the implementation of the economic stabilisation policy package and its implementation effects by means of questionnaires, household visits and discussion surveys, and formed the Third Party Assessment Report on the Implementation of the Economic Stabilisation Policy Package of Hubei Province(hereinafter referred to as Third Party Assessment Report).
To implement the instructions of the major leaders of the provincial government on the inspection and evaluation work "to shorten the time, so that the results can be used to adjust and optimise policies", the team submitted the Third Party Evaluation Reportat the end of August 2022. The Reportinvestigates and understands the policy responses and needs of market players, objectively evaluates the implementation of policies and systematically assesses the effects of policy implementation. It provides an in-depth analysis of the problems and reasons for the policies and focuses on suggestions for policy adjustment and improvement, thus enabling a sustained push to normalise the implementation of the policies and ensure steady economic growth in Hubei Province.
