In the text, on "the foundation of a strong nation and the basis of a prosperous nation", President Yang Canming mentioned that "this important strategic plan is very exciting and impressive, and I believe it will fully stimulate the dynamics and vitality of our country's high quality development and provide strong protection and support for the construction of a socialist public country. The report clearly sets out the requirements of prioritising education, building self-reliance in science and technology, and leading and driving talents, forming a new way of thinking for a unified and coordinated promotion. To provide education to the satisfaction of the people, improve the science and technology innovation system, accelerate the implementation of the innovation-driven development strategy, and deepen the implementation of the strategy of strengthening the country with talents, the new guidelines for shaping the new momentum and advantages of development have been clarified.
As the main venue for the training of human beings, universities need to address the fundamental questions of "who to train, what to train and how to train". For President Yang Canming, on the subject of "nurturing people for the Party and nurturing talent for the country":
