The 27th Xi Xian Forum on Income Distribution and Public Finance, co-organised by IIDPF and the Institute of Public Finance and Taxation, was successfully held on 20 October 2022 in Conference Room 119, Wenqin Building. As the guest speaker of the 27th Xi Xian Forum, Professor Rong Huiliang, Distinguished Researcher of the Chinese Academy of Social Sciences, was invited to deliver a keynote speech on "Implementing the Double Carbon Strategy to Accelerate Green Development - A Series of Lectures on Learning and Implementing the Spirit of the Report of the 20th Party Congress". The forum was chaired by Professor Sun Qunli, Deputy Director of IIDPF, and attended by more than sixty faculty members and students, including IIDPF researchers Associate Professor Wan Qian and Dr Zhang Fan.
Professor Rong began his lecture with an in-depth explanation of General Secretary Xi Jinping's remarks on carbon peaking and carbon neutrality at the 20th National Congress of the Communist Party of China. He then introduced a series of catastrophic consequences of global warming and analysed in detail the "culprits" of global warming - the excessive emissions of greenhouse gases such as carbon dioxide and methane. Further, Professor Rong illustrated the current situation of global carbon emissions with concrete data and pointed out that Europe and the United States are the "culprits" of global warming. After reviewing China's energy consumption and use, Professor Rong pointed out that there is much room for China to reduce its energy consumption and carbon emissions, and that its low-carbon development faces both great challenges and rare opportunities. Finally, Professor Rong introduced the historical origins and underlying logic of China's "double carbon target" and "double carbon strategy", and explored carbon emissions trading, hydrogen energy development, and carbon dioxide "manufacturing out of thin air" technology. He also explored the future direction of the "dual carbon" strategy in terms of carbon emissions trading, hydrogen energy development, and carbon dioxide "manufacturing out of thin air" technology.
At the end of the lecture, Professor Sun Qunli gave a comprehensive summary and thanked Professor Rong for his brilliant speech. Professor Rong's lecture helped all faculty and students to understand the content of the "Double Carbon Strategy" and to fully appreciate the urgency and enormity of achieving the "Double Carbon Goal". The lecture benefited the faculty and students, and they expressed their commitment to furthering the "double carbon" systemic change. The forum came to a successful conclusion with a round of applause from the audience.
