The 20th National Congress of the Communist Party of China was opened at 10am on 16 October 2022 at the Great Hall of the People in Beijing. On this historic occasion, IIDPF faculty and students focused on watching the 20th National Congress live online. They listened attentively to the report delivered by General Secretary Xi Jinping on behalf of the 19th Central Committee at the opening ceremony of the Congress.
I. Themes of the 20th Congress
Upholding the great banner of socialism with Chinese characteristics, fully implementing the thought of socialism with Chinese characteristics in the new era, carrying forward the great founding spirit of the Party, being self-confident and self-improvement, keeping the righteousness and innovation, being vigorous and resolute, and uniting in the struggle for the comprehensive construction of a socialist public country and the great rejuvenation of China.
II. Group Viewing
During the watching process, all faculty and students listened carefully to the content of General Secretary Xi Jinping's report while recording the key points in their notebooks. They agreed that the report made by General Secretary Xi Jinping on behalf of the 19th Central Committee was inspiring. The report comprehensively summarised the work of the past five years and the great changes of the new era decade, and profoundly clarified the mission and tasks of the Communist Party of China in the new era and new journey. The report systematically explains the characteristic picture of Chinese-style publicization, puts forward the general policies and action programmes for the development of the Party and the State's undertakings in the future, and starts a new journey of building a comprehensive socialist publicized country.
III. Exchange of Discussions
After the opening session, faculty members shared their experiences, with Professor Yang Canming, President of ZUEL and Director of the IIDPF, commenting that wealth accumulation is the key to common prosperity. General Secretary Xi Jinping pointed out in his report that "the distribution system should be improved, the order of income distribution should be regulated, and the mechanism of wealth accumulation should be standardised". The scholars in the audience should not only analyse the current situation of wealth accumulation of the residents, but also answer the question of how to regulate the mechanism of wealth accumulation in the future. Regulating the wealth accumulation mechanism is not only a hot topic of discussion in the field of taxation, but will also become an important focus of future taxation reform.
Professor Lu Yuanping, Executive Deputy Director of IIDPF, expressed his views from the perspective of improving the social security system. In his report, General Secretary Xi Jinping pointed out that "implementing a national strategy to actively cope with the ageing of the population and giving priority to the protection of people's health is a strategic development priority", and that reforming the social security system is an important way to cope with the ageing of the population, and that effectively improving the level of social security plays a crucial role in building a reasonable and orderly pattern of income distribution and promoting common prosperity. IIDPF faculty and students present also had a lively discussion on the contents of the 20th National Congress report, expressing their views and opinions. After this 20th Congress, we will be more closely united around the Party Central Committee with Comrade Xi Jinping as the core. We will hold high the great banner of socialism with Chinese characteristics, fully implement Xi Jinping's thought of socialism with Chinese characteristics in the new era, deeply understand the decisive significance of the "two foundations", enhance the "four consciousnesses", strengthen the " four confidence" and "two safeguards".
