Brief Bio of Keynote Speakers:
Cai Bo is formerly a Level 2 Inspector and Director of the High Technology Division of the Hubei Provincial Development and Reform Commission. He has been engaged in industry-related work since 1987 and has worked in the Hubei Provincial Economic and Trade Commission, the Economic and Trade Commission and the Development and Reform Commission in the Science and Technology, Resource Conservation and Environmental Protection, Industry and High Technology Divisions. During his tenure as Director of Industry and Director of High Technology at the Hubei Provincial Development and Reform Commission, he paid great attention to researching the transformation and upgrading of traditional industries, focusing on promoting industrial revitalization, developing new industries, new economy and major scientific and technological infrastructure.
Sun Yutao is the Secretary of the Party Committee, Professor and PhD supervisor of the School of Economics and Management of Dalian University of Technology, the recipient of the National Excellent Youth Science Fund and the chief expert of the National Social Science Fund Major Project. Professor Sun has chaired and participated in many research projects of the National Natural Science Foundation of China, the World Bank, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Education and the State Intellectual Property Office, and is the author of the 13th Five-Year Plan and 14th Five-Year Plan for the development of science and technology in Dalian. His research results have been awarded the second prize and the Youth Achievement Award by the Ministry of Education for the Excellent Achievements in Scientific Research in Higher Education (Humanities and Social Sciences).
Zeng Fanhua is a professor and PhD supervisor at the School of Economics of ZUEL. Professor Zeng has undertaken over 30 projects including the National Social Science Foundation, the Soft Science Foundation Project of the Ministry of Science and Technology, and the General Project of Humanities and Social Sciences of the Ministry of Education. He has received more than 10 awards for outstanding achievements in humanities and social sciences from the Ministry of Education, and outstanding achievements in humanities and social sciences from the People's Government of Hubei Province and Wuhan Municipal People’s Government. His major projects in social science in Guizhou Province were reported in a full-page article in the Social Sciences Weekly.
Jingjing Zeng is a professor and PhD supervisor at the School of Public Administration, ZUEL, and the chief expert on major projects of the National Social Science Foundation of China. Professor Zeng has chaired three projects of the National Natural Science Foundation of China, the Asian Development Bank, the Ministry of Science and Technology, the National Development and Reform Commission, the Hubei Provincial Government and other related research and third-party evaluation projects. Many of her research results have been adopted by the central and local governments. Her research results have been awarded the second prize of Hubei Provincial Social Science Achievement Award and Wuhan Social Science Achievement Award.

Professor Lu is a professor and PhD supervisor in the School of Public Finance and Taxation of ZUEL, a young top talent in Hubei Province, a Wenlan Young Scholar, the Executive Dean of IIDPF and the Executive Director of the Innovation and Talent Base. He chairs the general and youth projects of the National Natural Science Foundation of China, as well as more than ten provincial and ministerial projects including the Humanities and Social Science Foundation of the Ministry of Education.
