Fiscal Redistribution and the Achievement of Common Prosperity seminar of the Handbook of Chinese Economic Studieswas successfully held on 23rd April 2023. At the beginning of the conference, Professor Zhou Mingshan, Vice President of ZUEL, delivered a speech on behalf of the organiser. Professor Zhou expressed his sincere welcome and gratitude to all the leaders and guests who came to the conference, introduced the new breakthroughs made by ZUEL in talent training, discipline construction and scientific research, said that the university would fully support the work related to the Handbook of Chinese Economics Studies (the Handbook), and expressed his expectation for the success of this seminar.
Following this, Professor Liu Wei, former President of Renmin University of China, delivered a speech on behalf of the Working Committee of the Handbook. Professor Liu Wei pointed out that the Handbook is an important vehicle for building China's autonomous knowledge system of economics. The history of the evolution of economic theory shows that the body of knowledge relies on both the presentation of textbooks and the support of research manuals. The core role of the textbook is to clarify the basic categories, basic concepts and basic issues of knowledge. The handbook is positioned differently from the textbook as an important reference material for researchers in economics in general, and an important guide to lead the direction of research in various fields. Professor Liu Wei stated that after several rounds of repeated discussions in expert seminars, the core chapters and contents covered in the first batch of the Handbook were determined, including the sub-chapters on Socialist Political Economy with Chinese Characteristics, Chinese Macroeconomics, Chinese Finance and Chinese Finance. In order to further enhance the quality of the Handbook, build consensus and expand its academic influence, the Working Committee of the Handbook will hold a series of seminars this year, with the authors of each chapter as the main initiators, and invite authoritative experts in the relevant fields to conduct in-depth discussions on the content of the chapters and jointly enhance the quality of the Handbook. The first and second seminars were held at Shandong University and Beijing University of Business and Economics in March and April this year, and today's meeting is the third seminar, which will be followed by seminars at Central University of Finance and Economics and University of International Business and Economics.
Professor Chen Yanbin, Vice President of the Capital University of Economics and Business, introduced the two major significance and five major features of the Handbook. Professor Chen Yanbin pointed out that the first significance of writing the Handbook is to create a national academic community for China's autonomous knowledge system of economics. The Handbook is an important carrier of China's autonomous knowledge system in economics, and its starting point is not limited to the final publication, but more importantly, to create a platform for academic exchange and an academic community that brings together top experts and scholars from across China. The second major significance is to build and improve the academic ecosystem of economics research in China. The Handbook and the Chinese Economics Textbook will continue to improve the previous fragmentation between academic research, textbook development and theory building in the Chinese economics system. The academic journals focusing on academic frontiers, the Handbook focusing on summarising research developments, and the Chinese economics textbooks focusing on the distillation of original theories will form a complete loop and positive interaction between them. Further, Professor Chen Yanbin emphasized that the Handbook has five typical features. First, it is authoritative. As the Handbook is an important carrier of China's own economic knowledge system, each chapter should represent the top authority in the field. Secondly, it is issue-oriented. The Handbook insists on problem-orientation and organises the chapters according to the important issues of the Chinese economic series in order to avoid becoming a Chinese version of an international handbook with the addition of Chinese data and Chinese cases. Thirdly, refinement. The Handbook should not be confined to the elaboration of concepts, doctrines or categories, but should highlight the refinement, trying to refine a research and analysis framework or research methodology with a certain degree of consensus on the major real-life issues of the Chinese economy that it focuses on. Fourthly, consensus. The Handbook fully summarises the representative achievements in the field and seeks to incorporate different doctrinal perspectives. Fifth, guidance. In addition to providing high-quality literature, typical facts and analytical frameworks in the field, the Handbook also provides guiding research directions for the next five to ten years.
Professor Yang Canming, President of ZUEL and Director of IIDPF, then presented the main contents and progress of the chapter on "Fiscal Redistribution and the Realisation of Common Prosperity". Professor Yang noted that the content of this chapter is based on the context of Chinese publicization and focuses on the people-centred approach, specifically on the realities of fiscal redistribution and wealth accumulation to achieve common prosperity for the people. The chapter discusses four aspects of the study, namely, "The Meaning of Common Prosperity, Income Distribution and Income Disparity", "Fiscal Redistribution Policies for Common Prosperity", "Theoretical Framework for Analysis of Fiscal Redistribution and Common Prosperity", and "Building a Common Prosperity Policy". Theoretical framework of fiscal redistribution and common prosperity" and "Construction of a fiscal redistribution system with Chinese characteristics and the realization of common prosperity". After a detailed introduction, Professor Yang looked forward to receiving valuable suggestions from experts and scholars on the content of this chapter.
In the discussion session, the participating experts conducted an in-depth discussion on the content of this chapter. The experts affirmed the main contents of the chapter, pointing out that the chapter has a clear theme, a clear problem orientation, a rich research content, a clear thinking, a close focus on the goal of fiscal redistribution and the realization of common wealth in China, a prominent Chinese characteristic, and a strong practical significance and reference value, and discussed the further improvement of the chapter from the perspectives of logic, ideology, innovation and applicability. He also discussed the further revision and improvement of the chapter from the perspectives of logic, ideology, innovation and application, and made constructive suggestions in terms of the latest frontiers of fiscal redistribution, the refinement of the analytical theoretical framework, the construction of the database and the combing of the historical lineage. Professor Yang Canming responded to the experts' suggestions and expressed his gratitude to them for their valuable suggestions, and said that he would further improve the content and quality of the chapter in accordance with the experts' suggestions. The successful holding of the seminar further consolidated the consensus and clarified the thinking, and laid a solid foundation for improving the quality of the chapter on Fiscal Redistribution and the Realisation of Common Prosperity in the Handbook.
The Handbook is an important carrier of China's autonomous economic knowledge system, aiming at distilling the original contributions of Chinese scholars and constructing a general analytical framework for major issues in China's economy, and is co-authored by dozens of authoritative scholars, including Fan Liming, Fan Chang, Gong Liutang, Guo Qingwang, Gu Hailiang, Huang Qunhui, Lin Yifu, Liu Wei, Tong Jiadong, Yang Canming and Zhang Jun (in alphabetical order by last name). The series of seminars in the Handbook aims to conduct in-depth exchanges and discussions on the content of each chapter. China's Macroeconomy at Beijing Business and Economics University on 16 April. The conference was the third in a series of seminars organized by the Working Committee of the Handbook of Chinese Economics in 2023, inviting renowned experts and scholars from universities and research institutions such as Peking University, Renmin University of China, Zhejiang University, Central University of Finance and Economics, University of International Business and Economics, Southwest University of Finance and Economics, Jiangxi University of Finance and Economics, Capital University of Economics and Trade, Yunnan University of Finance and Economics, ZUEL, etc. They discussed in depth the core contents of the chapter Fiscal Redistribution and the Realization of Common Prosperity, and formed constructive suggestions for revision, which will help to improve the quality of the Handbook.
The Handbook of Chinese Economic Studies, jointly compiled by the Working Committee of the Handbook and invited by nationally renowned scholars, aims to distil the original contributions of Chinese scholars and construct a general analytical framework for major issues in the Chinese economy, and is an important vehicle for China's autonomous system of economic knowledge.
