The 43rd Xi Xian Forum, co-organised by IIDPF and the School of Public Finance and Taxation, was successfully held on 22 September 2023 in Conference Room 119 of Wenqin Building. Professor He Wenjiong from the School of Public Administration of Zhejiang University, as the keynote speaker of the forum, gave a speech entitled "Exploration of Zhejiang Towards Common Prosperity". The forum was chaired by IIDPF researcher Professor Yu Changyong, with the participation of Associate Professor Liu Erpeng, researcher Dr Wan Qian, and more than thirty faculty members and students.
Common prosperity is the essential requirement of socialism and an important feature of Chinese-style publicization. Professor He mainly analysed six aspects of Zhejiang Province's exploration of common prosperity, from geographical environment to cultural patterns, from borrowing innovations from other provinces to establishing advantages in the province, from system to practice, from economic development to improving people's livelihood, from urban to rural areas, and from grassroots level to the government, and along the decades of Zhejiang Province's development experience, he elaborated on the connotations of common prosperity as well as how to move towards common prosperity through a vivid case study. Professor He pointed out that the connotation of common prosperity has two main meanings, one is prosperity and the other is sharing, and the core is people-oriented, insisting on the comprehensive and free development of human beings. The realisation of common prosperity requires the cohesion of the government and the market, which not only relies on the high-quality development of the state-owned economy, but also requires the synergy between the state-owned economy and the private economy. Finally, the realisation of common prosperity requires the concerted efforts of each and every one of us.
Professor He Wenjiong's speech triggered in-depth thinking on the theme of common prosperity. During the discussion session, the faculty and students present spoke enthusiastically and actively interacted with each other, focusing on the relationship between the government and the market, and the role of the current pension policy in promoting common prosperity.
Brief Bio:
Professor He Wenjiong is a PhD in Mathematics and professor of economics. He has long been engaged in teaching and scientific research in the fields of social security, risk management and public service. He has presided over 16 major projects of the National Natural Science Foundation of China, as well as 16 major projects commissioned by the central ministries, commissions and provincial governments, published 7 books and textbooks, and more than 100 academic papers, and his scientific research achievements have won 4 first-class prizes at the provincial and ministerial levels, and some of them have been directly served in the field of livelihood, the formulation of documents by the Central Government and the State Council, the preparation of national plans and the formulation of industrial norms.
Professor He is currently a professor at the School of Public Administration of Zhejiang University, Director of the Research Centre for Livelihood Security and Public Governance of Zhejiang University, Director of the Research Centre for Ageing and Health of Zhejiang University, Vice President of the Research Institute for Sharing and Development of Zhejiang University; Vice Chairman of the Chinese Society of Social Security, Vice Chairman of the Eighth and Ninth Vice Chairmen of the Insurance Society of China, and Vice Chairman of the China Society for the Development of the Cause of Disabled Persons; Member of the Advisory Committees of the Ministries of Civil Affairs, Agriculture and Rural Affairs, the National Disabled Persons Federation, the National Committee on Ageing and other ministries and Zhejiang Provincial People's Government, and Expert on Legislation of the Zhejiang Provincial People's Congress and the Provincial Government. He is also a member of the Advisory Committee of the Ministry of Civil Affairs, the Ministry of Agriculture and Rural Development, the National Disabled Persons' Federation, the National Committee for the Elderly and other ministries and commissions, as well as of the Advisory Committee of the People's Government of Zhejiang Province, and is a consultant to the People's Congress of Zhejiang and the provincial government on legislation.
