On 28 December 2023, the 35th Xi Xian Academic Luncheon, co-organised by IIDPF and the School of Public Finance and Taxation, was successfully held in Conference Room 119, Wenqin Building. As the keynote speaker of this academic luncheon, Associate Professor Huang Zhiyong from the School of Public Administration at Southwestern University of Finance and Economics delivered a keynote speech entitled “Big data, policy evaluation and digital governance”. The luncheon was chaired by Professor MA Yuanyuan from IIDPF, and attended by more than 40 faculty members and students, including Associate Professor YAN Weibo from the School of Public Finance and Taxation, researchers Assistant Professor WAN Qian, Assistant Professor Zou Jianwen from IIDPF.
The application of big data has penetrated all walks of life. By collecting, storing and analyzing huge amounts of data, big data technology is revolutionizing areas such as business intelligence, personalized marketing, financial risk control, healthcare, smart manufacturing and the Internet of Things. Associate Professor Huang Zhiyong discussed the application of big data in public policy and management, as well as the regulation and governance of big data in the context of policies such as the “14th Five-Year Plan for the Development of the Digital Economy”, in terms of the measurement of variables, the prediction of policy effects, and the evaluation of policy effects. From application to regulation, from theory to methodology, through a research case, Associate Prof. Huang vividly summarizes and discusses the current research results of big data at the academic frontiers, and deeply analyses the impact of big data and methods on public policy and management research.
Associate Professor Huang Zhiyong gave a wonderful speech to the faculty members and students present and at the same time triggered their in-depth thinking. In the discussion session, the attending faculty and students actively interacted regarding the research background, theoretical models and methods for application.
Brief Bio
Huang Zhiyong, PhD in Economics from the University of Lausanne (Switzerland), is an appointed Associate Professor of the School of Public Administration at Southwestern University of Finance and Economics, with research interests in the areas of health economics, health statistics, and econometric methods. He has chaired and completed one project of National Natural Science Foundation of China, and his achievements have been published in economics and public health journals including Assessment, International Journal for Equity in Health, Finance Research Letters, Community Mental Health, etc.
