Ma Xiao is a professor at Southwestern University of Finance and Economics. He is an expert enjoying Special Government Allowances of the State Council, an Expert with Outstanding Contributions in Sichuan Province, and an Academic and Technical Leader in Sichuan Province. He is also the Deputy Director of China Teaching Guidance Committee for Public Finance Majors of Ministry of Education, the Deputy Head of Social Development Group of Sichuan Provincial Party Committee and Provincial Government Decision-making Advisory Committee, and the Chairman of Sichuan Teaching Guidance Committee for Economics and Public Finance Majors.

Ma Xiao mainly focuses on the modernisation of national governance and the construction of a modern financial system, income distribution and anti-poverty, and the reform of higher education teaching. He has independently and co-authored six monographs, edited two Ministry of Education textbooks and two dictionaries, published more than 70 academic papers in Economic Research Journal and other journals, and presided over and researched six national programs. He has been awarded 5 National Higher Education Teaching Achievement Awards.

Professor Yu Haifeng is Deputy Party Secretary, President of Guangdong University of Finance and Economics, a doctoral supervisor, and an expert enjoying Special Government Allowances of the State Council. He is also the Deputy Director of China Teaching Guidance Committee for Public Finance Majors of Ministry of Education, Executive Director of the Chinese Society of Public Finance, Executive Director of the Chinese Society of Taxation, Vice President of the Guangdong Society of Public Finance. He is appointed as a researcher at Peking University, part-time professor at Wuhan University, and special researcher at the Scientific Research Institute of the State Administration of Taxation. He has published more than 100 papers in Economic Research Journal and other Chinese and international journals, 27 books, presided over or participated in more than 60 projects at the national level, and won more than 20 awards, such as the National Award for Outstanding Research Achievements in Fiscal Theory of Ministry of Finance.
