Topic and Abstract: Big Data, Policy Evaluation and Digital Governance
Firstly, the report analyses the impact of big data and methods on public policy and management research from the policy level of the 14th Five-Year Plan for the Development of the Digital Economy. Secondly, the report discusses the application scenarios of big data in public policy and management, mainly from the three aspects of measurement of variables, prediction of policy effects and evaluation of policy effects. Thirdly, the report discusses the regulation and governance of big data. Finally, the report discusses two cases of health insurance fund regulation and natural language processing for disease description.
Speaker Profile: Huang Zhiyong
Huang Zhiyong is a PhD in Economics from the University of Lausanne (Switzerland), and is an Associate Professor at the School of Public Administration of Southwestern University of Finance and Economics (SWUFE), with research interests in health economics, health statistics, and econometric methods. He has presided over and completed one program of the National Natural Science Foundation of China, and his achievements have been published in economics and public health journals including Assessment, International Journal for Equity in Health, Finance Research Letters, Community Mental Health, etc.
