On September 20, 2024, the 59th session of the Xi Xian Forum on "Income Distribution and Modern Finance", co-hosted by the Innovation and Talent Base for Income Distribution and Public Finance of the Zhongnan University of Economics and Law (ZUEL) and the School of Public Finance and Taxation, ZUEL, was successfully held in Conference Room 119 of Winqin Building. Professor He Wenjiong from the School of Public Affairs, Zhejiang University served as the keynote speaker, delivering a keynote speech titled "Social Security System Optimization Based on Common Prosperity". The academic forum was chaired by Professor Zhao Ying, a researcher at the Innovation and Talent Base for Income Distribution and Public Finance. Over 20 teachers and students attended the forum, including Associate Professors Yan Weibao and Zhang Ziyao from the School of Public Finance and Taxation, ZUEL, as well as researchers Zou Jianwen and Wan Qian from the Base.
To achieve Chinese modernization, it is essential to steadily promote common prosperity and to ensure and improve people's livelihoods within the framework of high-quality development. Professor He Wenjiong comprehensively and systematically expounded on how to steadily promote common prosperity through issues such as the responsibilities of the social security system and its programs, whether the current social security system can meet development requirements, and how the system can make contributions. He pointed out that common prosperity refers to the universal and sustained prosperity of social members, with the key element being wealth and shared benefits, and its core being the comprehensive development of individuals. While affirming the positive significance of China's social security reform measures, He discussed areas for improvement in China's current social security sector, drawing from his own practical experiences. Additionally, referencing typical international cases, he discussed with the teachers and students present to explore reform ideas for the social security system based on common prosperity, as well as the corresponding key areas for reform.
Alongside delivering a captivating presentation, Professor He Wenjiong sparked attendees' profound reflections on the relationship between common prosperity and the social security system. During the discussion time, the present teachers and students actively participated, exchanging views on the relationship between common prosperity and the social security system, as well as practical issues such as how to effectively utilize the social security system to ensure that more vulnerable groups can share in the benefits of development when promoting common prosperity and corresponding ideas.

He Wenjiong, a PhD in Mathematics and a Professor of Economics, has long been engaged in teaching and scientific research in areas such as social security, risk management, and public services. He has led 16 major projects funded by the National Natural Science Foundation of China and the National Social Science Fund of China, as well as significant projects commissioned by central ministries/commissions and provincial governments. He has published seven monographs and textbooks and authored over 100 academic papers. His research achievements have received four first prizes at the provincial and ministerial levels, and several of his research results have directly contributed to national legislation in the field of livelihood guarantees, document formulation of the central government and the State Council, national plan formulation, and the establishment of industry standards.
He is currently a professor at the School of Public Affairs, Zhejiang University, and serves as Director of the Center of Social Welfare and Governance, Zhejiang University, Director of the Aging and Health Research Center, Zhejiang University, and Vice President of the Institute for Common Prosperity and Development of Zhejiang University. Additionally, he is the Vice President of the China Association of Social Security and the China Disability Research Society and was once the Vice President of the 8th and 9th Insurance Society of China. He is also a member of the advisory committees for various ministries and commissions, including the Ministry of Civil Affairs of the People's Republic of China (PRC), the Ministry of Agriculture and Rural Affairs of the PRC, China Disabled Persons' Federation, and National Working Committee on Aging, and the People's Government of Zhejiang Province, as well as an expert consultant for legislative matters for the Zhejiang Provincial People's Congress and People's Government of Zhejiang Province.
