Recently, the Department of Human Resources and Social Security of Hubei Province and the Hubei Women’s Federation jointly issued a commendation decision. Guo Yuemei, a researcher at the Center for International Cooperation and Disciplinary Innovation of Income Distribution and Public Finance, was awarded the honorary title of "Hubei Province March 8th Red-Banner Pacesetter" for her outstanding contributions to teaching, scientific research, and social services. This achievement vividly demonstrates the professionalism and sense of responsibility of female educators in the new era.
Professor Guo Yuemei is a second-level professor and a doctoral supervisor at the School of Public Finance and Taxation, Zhongnan University of Economics and Law. She serves as a researcher at the Center for International Cooperation and Disciplinary Innovation of Income Distribution and Public Finance supported by the Ministry of Education and the Ministry of Human Resources and Social Security. A recipient of the special government allowance of the State Council, Professor Guo is a council member of the Society of Public Finance of China, the International Institute of Public Finance, and the Hubei Provincial Fiscal Society. She is also a deputy to the Wuchang District People's Congress in Wuhan, as well as a member of its Standing Committee and the Financial and Economic Committee. Furthermore, she serves as an expert in budget supervision for the Standing Committee of the Hubei Provincial People’s Congress. She has led and completed over 20 national, provincial, and ministerial-level research projects funded by the National Social Science Fund of China, the National Natural Science Foundation of China, the Ministry of Education, the Ministry of Finance, and the Hubei Provincial Party Committee and Government. Furthermore, she has headed more than 20 policy consultation projects commissioned by the Ministry of Finance, the Hubei Provincial Party Committee, the Hubei Provincial People’s Congress, and the Hubei Provincial Government. As the first author, she has published more than 50 papers in prestigious domestic and international journals, such as Journal of Management World and China Economic Quarterly. Her lead-authored research reports have been adopted and implemented by high-level authorities, including the General Office of the CPC Central Committee, the General Office of the State Council, the Ministry of Finance, as well as the Hubei Provincial Party Committee, the Hubei Provincial People’s Congress, and the Hubei Provincial Government. Professor Guo has received numerous prestigious honors, including the First Prize of the Hubei Provincial Teaching Achievement Award (as Principal Investigator), the Second Prize of the Hubei Provincial Development Research Award (Ranked 1st), and the Second Prize of the Hubei Provincial Social Science Award (Ranked 1st, Independent). She has also been honored as an "Advanced Individual in Teacher Ethics of Hubei Province" and "Advanced Individual in the Summer 'Three Rural Services' Social Practice". Additionally, she was honored as an "Outstanding University Teacher" by the Hubei Zhang Fuqing "CCB Cup" Foundation of Respecting Teachers and Valuing Education.
Professor Guo Yuemei has long been dedicated to the strategic development of Hubei Province as a "strategic pivot". Through her profound research in public finance and taxation, she has consistently produced forward-looking results, providing vital intellectual support for fiscal and tax system reforms at both the national and provincial levels. Committed to the fundamental mission of education, she remains active on the frontline of teaching. Under her guidance, students have frequently won national first prizes in various academic contests, including the National Tax Risk Management Case Competition, fostering a new generation of innovative and high-caliber fiscal professionals. Furthermore, Professor Guo is deeply involved in social service, effectively integrating her academic research on fiscal supervision with local governance practices to address public livelihood concerns and drive the optimization of budget supervision policies. Combining scholarly wisdom, the benevolence of a mentor, and the courage of a practitioner, Professor Guo has set a benchmark for women in her field, embodying the dedication and spirit of intellectual women in the new era.
