On March 26, the 11th Member Representative Assembly of the Society of Public Finance of China was held in Beijing. More than 200 representatives from central and state organs, research institutions, the Ministry of Finance and its affiliated units, local finance departments across the nation, universities, and enterprises attended the conference. The conference elected the 11th Council and the leadership of the Society of Public Finance of China. Yang Canming, a senior professor of the Wenlan Scholar Program at Zhongnan University of Economics and Law, was elected Vice President.
Professor Yang Canming is the former President and Deputy Secretary of the Party Committee of Zhongnan University of Economics and Law. He currently serves as Director of the Center for International Cooperation and Disciplinary Innovation of Income Distribution and Public Finance (jointly established by the Ministry of Education and the Ministry of Human Resources and Social Security), as well as a second-level professor, doctoral supervisor, and senior professor at the School of Public Finance and Taxation. He also serves as a discipline expert on Expert Committee on Higher Education Philosophy and Social Sciences (Marxist Theoretical Research and Construction Projects) of the National Textbook Committee. He is one of the "Ten Thousand Talents Plan" leading talents of the Organization Department of the CPC Central Committee, "Famous Cultural Talent" awarded by the Publicity Department of the CPC Central Committee, the talent of "the Four Batches" Talent Project, Member of the 8th Applied Economics Discipline Review Group of the State Council, one of the first talents in "New Century National Hundred, Thousand and Ten Thousand Talent Project", an expert of the "Program for New Century Excellent Talents in University" of the Ministry of Education, expert of the training program of the "Cross-century Qualified Disciplinary Leaders" by the Ministry of Finance, and expert with special allowances from the State Council. His research mainly focuses on basic fiscal theories and fiscal policies.
At this conference, Professor Lu Yuanping, Dean of the School of Public Finance and Taxation, was elected an executive member of the Council. Vice Deans Professor Tian Binbin and Professor Qi Yu, as well as Professors Guo Yuemei, Xue Gang, Hu Hongshu, and Mao Hui were elected members of the Council. The School of Public Finance and Taxation attached great importance to this conference. Led by Professor Yang Canming, a delegation of seven attended the conference in Beijing, which further expanded the national influence of the university's public finance discipline.

During the conference, Lan Fo'an, Minister of Finance, Lou Jiwei, President of the 10th Council of the Society of Public Finance of China, and Liu Kun, President of the 11th Council, attended and delivered speeches. Lin Zechang, Vice Minister of Finance, presided over the opening and closing ceremonies of the conference, while Yang Zhiyong, President of the Chinese Academy of Fiscal Sciences, presided over the election session.
The Society of Public Finance of China, established in 1979, is a national, academic, and non-profit social organization voluntarily formed by social groups and research institutions related to public finance (including finance). The society has consistently upheld the academic approach of seeking truth from facts and integrating theory with practice, followed the principles of encouraging diverse academic viewpoints and fostering academic democracy, actively organized and mobilized various sectors of society to engage in fiscal research, and made its due contributions to the advancement of China's fiscal development, the establishment and improvement of a socialist market economy system, and the accelerated realization of socialist modernization.
